Prepare a solution with some household, cleaning solvents mixed in water. Try to use mild detergents that pose no threat of chemically reacting with the vinyl surface. Dip the mop in this solution and scrub the vinyl panels. Leave the soaped panels unattended for about 30 minutes. This allows the soap to act upon the hard-to-remove grime.
